Peace, security and cohesion

The first pillar of Côte d’Ivoire Solidaire is the trio: Peace – Security – Cohesion.

We are going to consolidate the gains we have made in terms of security, and strengthen social cohesion so that every Ivorian feels free and at peace wherever he or she may be throughout the national territory, so that he or she can plan for the future, look ahead and invest in peace, because without peace, nothing is possible.



OUR KEY MEASURES :


1.1 – SAFETY


Improving technical capabilities and stepping up the fight against insecurity


– Continued implementation of the military programming law;
– Continuing to extend, rehabilitate and equip police stations, police districts, prefectures and barracks;
– Digitalising the police by modernising the national police database and interconnecting police services;
– Construction of a police station in each departmental capital;
– Construction of a Gendarmerie Brigade in every sub-prefecture;
– Extending video surveillance to all major sites both in the Abidjan district and inland;
– Increasing the number of staff in the structures responsible for combating cybercrime (DITT, ARTCI);
– Building and equipping the international counter-terrorism academy.


Improving living conditions for our forces


– Improving retirement conditions for the defence and security forces;
– Restructuring and revitalising the National Police Fund and the Military Welfare Fund;
– Access to property ownership (housing programme/direct purchase, lease-purchase, etc.);
– Continuing to extend and rehabilitate police housing estates.



1.2 – PEACE AND SOCIAL COHESION


– Strengthening the role of the Office of the Mediator of the Republic and the Chamber of Kings and Traditional Leaders in conflict prevention and resolution, and in strengthening social cohesion;
– Improving the social climate between the people themselves, between the people and the administration, and between the people and the defence and security forces;
– Modernising the management of identification and civil status archives.



1.3 – JUSTICE


– Strengthening the independence of the judiciary by finalising the reform of the Conseil Supérieur de la Magistrature and adopting a new statute for magistrates;
– Adoption of a code of ethics for magistrates and a code of ethics for judicial staff;
– Strengthening the capacity and integrity of the judicial sector;
– Restoring the confidence of litigants and economic investors in our judicial institutions;
– Creating new courts and prisons;
– Strengthening the means of settling commercial disputes with the construction of commercial courts in Abidjan, Bouaké and San-Pédro;
– Completion of construction of the Yamoussoukro law courts;
– Adoption of a bill to improve judicial and legal assistance to facilitate access to justice for all;
– Creation of a judicial information and communication system accessible to citizens.



1.4 – CULTURE OF CIVIC-MINDEDNESS AND CITIZENSHIP


– Development of training programmes for citizens on respect for the institutions of the Republic and public property, so that every citizen is involved in the development of the nation;
– Promotion and dissemination of voluntary work, volunteerism, democratic culture, civic-mindedness and citizenship;
– Developing more effective civic service programmes for young people;
– Creation of civic service centres in all the main centres of the country.
