More committed, more efficient administration
The fourth pillar of Côte d’Ivoire Solidaire is the development of a more efficient and committed administration.
Our administration must become a powerful catalyst for the development of the private sector, the regions and citizens. This will be accompanied by a strengthening of our governance, supported by a more sustained culture of responsibility and performance.
OUR KEY MEASURES :
4.1 – MODERNISING PUBLIC ADMINISTRATION
- Accelerating e-governance to improve efficiency and effectiveness in the organisation of public administration;
- Creation of a citizens’ centre in every post office in Côte d’Ivoire; – Improved transparency in competitive examinations for access to the civil service;
- Improving the operation and performance of our administration by retaining and developing talent, calling on skills and promoting meritocracy;
- Continued introduction of performance contracts for all senior administrative posts;
- Generalisation of codes of transparency, ethics and accountability to combat corrupt practices.
4.2 – DECENTRALISATION AND REGIONAL ADMINISTRATION
- Strengthening the decentralisation policy, in particular through the effective transfer of the skills and resources needed to fulfil the prerogatives of local authorities;
- Creation of the Institut National de Renforcement de Capacités des Collectivités Territoriales (INRCCT), the Comité National des Finances Locales (CNFL) and the reform of the Fonction Publique Territoriale (FPT);
- Strengthening the viability of local authorities by implementing economic and financial provisions tailored to the specific characteristics of local authorities, promoting parafiscality and contributions from private companies and other taxes or ecotaxes for the development of competitive economic clusters;
- Establishment of a regional development kit including 1 reference hospital with 100 beds, 1 excellence high school, +20 km of asphalted roads, sports facilities, 1 leisure centre, 1 agricultural development bank, 1 counter for SMEs, public transport and social housing.
4.3 – TRANSFORMATION OF GOVERNANCE
- Continue to declare the assets of all senior public officials;
- Combating the various quasi-institutionalised forms of absenteeism; – Stepping up the fight against corruption.
