COMMUNIQUE OF THE COUNCIL OF MINISTERS OF WEDNESDAY 08 JANUARY 2025


On Wednesday 08 January 2025, a Council of Ministers was held from 11:00 to 13:15, at the Palais de la Présidence de la République in Abidjan, under the chairmanship of His Excellency Mr Alassane OUATTARA, President of the Republic, Head of State.

The Council deliberated on a single item, namely the exchange of greetings between the Prime Minister and the President of the Republic.

The Prime Minister, Head of Government, Minister for Sport and the Living Environment, on behalf of the Government, presented New Year’s greetings to the President of the Republic, his wife, his family and the Vice-President.

The Prime Minister took the opportunity to review the Government’s actions for 2024. These included major investments by the State, particularly in the social sphere, with a view to continuously improving the living conditions of the population.

The Prime Minister also recalled the economic reforms undertaken and outlined the 2024 roadmap, the results of which will be submitted to the next Council of Ministers for adoption.

For 2025, the Prime Minister announced the finalisation of projects included in the 2021-2025 NDP that have not yet been completed, and which should be completed over the next twelve months. He also emphasised our country’s resilience, while highlighting all the initiatives undertaken by the Government to empower young people, and the measures taken to increase them by 2025, with a large degree of participation by local authorities.

For the Head of Government, the challenges of 2025 include maintaining peace, security and national cohesion, as well as achieving food sovereignty, access to healthcare, particularly through the roll-out of Universal Health Coverage (Couverture Maladie Universelle – CMU), speeding up the social housing programme, combating illegal gold washing and preserving the forests. In addition, access to drinking water has been improved, and above all, households have been connected to low-cost electricity through the Electricity for All Programme (PEPT).

The Prime Minister pointed out that our country’s management efforts will enable us to limit the budget deficit to 3% of gross domestic product (GDP) by 2025, in line with the WAEMU community standard.

In response, the President of the Republic expressed his warm thanks to the Prime Minister, and expressed the hope that the Government’s commitment would enable our country to continue its march towards development, a country at peace with a strong economy.

The President of the Republic praised the significant economic and social progress made, thanks to rigorous management of the country, with the support of our partners. He urged the Government to listen to the people, and above all asked the Government to continue to maintain security, the climate of peace and national cohesion.

The President of the Republic urged the Government to include in its 2025 roadmap all the guidelines contained in his address to the Nation on 31 December 2024. He also asked that the new NDP 2025-2030 be finalised before June 2025.

The Head of State reaffirmed his commitment to peaceful and democratic elections in 2025, while stressing that this pre-electoral context must not affect the work of the government. He also urged the members of the Government to be more efficient and rigorous in the management of government action.

In conclusion, the President of the Republic paid tribute to the Government for the work accomplished in 2024, and renewed his best wishes for the year 2025 to all the members of the Government.

The next meeting of the Council of Ministers will take place on Wednesday 15 January 2025 in Abidjan.
